Florence was born on March 23, 1929, in Webster City, Iowa, the daughter of Ludwig “Louis” Wilhelm and Johanna Bertha Edith (Dumdei) Jetter. She was baptized at the Peace Lutheran Parsonage in Wall Lake as an infant. Florence went to live with her aunt and uncle, John and Minnie Peters, at the age of two upon the death of her mother.
